It is fully Cartier down to the hands and winding crown. It presents in gorgeous custom restored condition - about a 9.7 out of 10.

The diamonds have been previously added by a jeweler (aftermarket - not Cartier).

Note that the blue markers on the dial are navy blue - not the bright blue that the photos suggest. The photos don't do the watch justice.
